Within the project “Sino-European Partnership on Low Carbon and Sustainable Urban Development” Ecofys took over the subtask to analyse and compare low carbon strategies and policy instruments of Chinese and German cities. The project, funded by Stiftung Mercator aims to foster the cooperation between China, Germany and the EU and is jointly realized by Germanwatch and E3G.

This study analyses the low carbon activities of the four cities, Bonn, Duisburg and their Chinese partner city Chengdu and Wuhan. The resulting assessments are used to develop policy recommendations for the respective cities, highlighting best practice and lessons to be learnt from the other cities. Please click below to download the study. Please click below to download the study in English language.

  • Fact Sheets: The data sheets presenting key facts per city serve as a basis for the assessment process and elaboration of policy recommendations.
  • SWOT-analyses: In the evaluation process the efficiency and direction of the strategies are considered. The measures are valued by means of an SWOT-analysis (Strengths, Weaknesses, Opportunities, and Threats). The SWOT-analysis permits the determination of the effect of a strategy or a policy instrument in terms of the external effects (environmental analysis) and in terms of the strengths and weaknesses of the strategy and the instrument.
