The study "Chinese and German city policies" analyses the low carbon activities of the four cities, Bonn, Duisburg and their Chinese partner city Chengdu and Wuhan. The resulting assessments are used to develop policy recommendations for the respective cities, highlighting best practice and lessons to be learnt from the other cities.

In the evaluation process the efficiency and direction of the strategies are considered. The measures are valued by means of an SWOT-analysis (Strengths, Weaknesses, Opportunities, and Threats). The SWOT-analysis permits the determination of the effect of a strategy or a policy instrument in terms of the external effects (environmental analysis) and in terms of the strengths and weaknesses of the strategy and the instrument.
