Sino-European Partnership on Low Carbon and Sustainable Urban Development

The project “Sino-European Partnership on Low Carbon and Sustainable Urban Development” aims at fostering the cooperation in the field of climate change and low carbon urban development between China, Germany, and the EU.

The project contributes to this goal by initiating and supporting A) the mutual exchange of knowledge and experience, B) the development of trusting relationships between the cities and different stakeholders, C) the implementation of demonstration projects for low carbon development and D) the dissemination of project outcomes.

Germanwatch and E3G will jointly initiate two dialogue programmes on sustainable urban development and the implementation of low carbon strategies in two cities/regions in China and Germany. These dialogue programmes systematically promote the exchange and cooperation between German/European and Chinese decision makers in politics and government and experts from science, civil society and business.

First dialogue programme – Chengdu-Bonn low carbon partnership: based on the interest of both partner cities, Bonn and Chengdu, to intensify their collaboration in climate policy and sustainable urban development, Germanwatch and E3G will support them in extending their city partnership and make it into a low carbon partnership. The partnership provides a framework for dialogue and the exchange of experiences in the form of discussion rounds, expert workshops and dialogue events between actors from Chengdu and Bonn on climate protection and sustainable urban development.

In Shuangliu, a district of Chengdu, a cross-sectoral European-Chinese low carbon cooperation platform will initiate the implementation of low carbon strategies and sustainable development. The platform will bring together stakeholders from Chengdu and Europe in order to formulate a vision and a strategic agenda for the implementation of sustainable low carbon urban development in Shuangliu.

Second dialogue programme – Wuhan/Hubei: The second dialogue programme will take place in Wuhan, focusing on incentive schemes for low carbon development. The project scope here is twofold: working with local stakeholders to support the set up of a regional emissions trading scheme through EU-China collaboration; and exploring other substantial measures in the areas of energy efficiency and climate protection. These activities shall be embedded in the potential Wuhan-Duisburg low carbon partnership and exchange.

For both dialogue programmes, E3G and Germanwatch will work with different partners for setting up the necessary political platforms and frameworks, the analysis of low carbon city strategies and policy instruments, and the development of policy recommendations. In particular, project partners will also help promote an effective EU-China civil society dialogue on sustainable development and low carbon development issues.
